Challenge

In an era when government agency budgets are decreasing, emerging technologies are rapidly entering the market, competition from the commercial sector is getting fiercer, and resource management is increasingly more challenging than ever, Federal Agencies are examining how best to accomplish their mission. An M2 client was facing a 25% budget cut and during an eight-year span downsized its workforce by 20%. Commercial industry presence was progressively more prevalent. Our client’s portfolio, program, project management and governance structures were not optimal and did not provide for agility and quick data driven decsion making. The client partnered with M2 to restructure its budget and workforce around a portfolio management framework.

What M2 Did

Working collaboratively with our client and their 900+ Workforce located in offices across the country, we assessed their current organization structure, budget structure, and governance processes. Holding over 30 working group sessions we co-created and socialized a new proposed organization structure. M2’s proven methodology incorporates Change Management early in the process which helps employees understand and embrace restructures. We preassure tested the to-be organization design by running theoretical use cases and defining future offices roles and responsibilities. M2 developed a reorganization package that consisted of office, division and branch functional statements, crosswalk of employees from current to future state, employee position descriptions, and corporate memorandums that captured key decision points. Additionally, we assisted the client with their budget restructure, the establishment and implementation of their portfolio management structure, and implementation of a new tranparent decision making structure. Throughout the process we provided Change Management expertise and developed strategic communications for employees, stakeholders, and Congress.

Results

Partering with our client they were able to gain Congressional approval to restructure there budget, workforce, and gain efficiencies through leveraging portfolio management – all within a year’s timeframe. This transformational change has helped this Federal Agency to be more agile in how they accomplish its mission, they have gained cost savings, and their employee moral amd culture have improved.
