Partnering with the NWS, M2 Strategy provided reorganization, communications, portfolio management and consulting expertise which successfully aided in the transformation of the NWS’ headquarters organization and budget. The NWS has an incredibly noble mission – Providing weather, water, and climate data, forecasts and warnings for the protection of life and property and enhancement of the national economy. With over ten years of expertise working with NOAA, M2 Strategy was able to couple its consulting expertise and its knowledge of the organization to help develop the to-be organization model. M2 Strategy’s support alongside of a strong and dedicated Federal team resulted in the NWS delivering the Budget Restructure and Headquarters Reorganization Project within budget and schedule and successfully receiving approval from Congress to move forward with the implementation. M2 Strategy’s expertise and success on this project led to winning the contract to support the organization in the implementation of the new NWS headquarters organization.
M2 Strategy consultants are experts at Portfolio Management and specifically implementations within the federal government. Partnering with the NWS, M2 Strategy developed the organization’s Long-term Governance processes which outlines a new portfolio management way of meeting the organizations mission. M2 Strategy successfully supported the rollout of this governance process as well as supported the stand-up of each of the six NWS Portfolio Offices which include: Observations, Central Processing, Analyze, Forecast, and Support, Dissemination, Science and Technology Integration, and Facilities.
M2 Strategy provided strategic guidance to NOAA’s senior leadership in support of several key business initiatives which included efforts to streamline and accelerate the process for transitioning their research results into applications. Activities to streamline the transition of research results to applications ranged from analyzing their current corporate processes to proposing improved processes for cost savings and efficiencies. M2 Strategy’s guidance resulted in institutionalizing, via policy and implementation procedures, a new corporate process and structure for transitioning research results to operations. This in turn led to greater efficiencies in NOAA’s service delivery model.
